Is it a social campaign about slice of life among lowdowns trying to get their Z fix or afford surgeries?
Are you a team of repo's dealing with difficult targets that have enough to pay security but not their transplant bill?

I was thinking more along the lines of "illegal black market organ smugglers". Like, people who earn their bread by smuggling designer organs by implanting them inside of themselves.

You probably want a system that's more focused on non-combat mechanics then and has a robust system for general criminal this-n-that. Maybe also consider a system that does locational damage, to impair players based on which organs they are carrying.

Eh, I'd imagine combat would be extremely disencouraged, because accidentally damaging the organ in a fight means your paycheck going down the trash.

Honestly not a bad suggestion as far as rules go. Remove cyberware that has an essence cost above a certain amount, and scrap the magic and metahuman bits.
