Is it? As far as I know it is more about existential horror from space rather than surrealism involving Indian folklore. And it's also much more action-packed.

Depending on how Twin Peaks-esque, what parts you want, Noumenon could work. Not many of the literal subject mater would translate, but Noumenon would really work with the tone and atmosphere of Twin Peaks.

The game can be heavy on the investigation side, you also don't have to make it always about Cosmic Horror either. In my game there has only been one instance of combat so far, my players have been pretty good with their investigations and "talking out of shit" kind of deal.

Heavily modified Unknown Armies may be of use. There are systems of obsessions and stimulus that help in making unusual characters. Combat is at minimum and there is a lot of emphasis on roleplay. Plus the whole system is pretty good for surrealistic Lynch-like campaigns.
Give UA a try. Just throw out most of lore and magick to make it more down-to-earth.
