Monk is arguably one of the best low level classes because you get more attack than any other class
A revised ranger with Polearm master for that sweet extra attack along with the free damage against humans feels nice
An undying light warlock who is a tiefling with wings could make your DM sudoko because you can just fly around sacred flaming everything to death and stay out of harms way
Mystic order of the mind can get occluded mind to trick spell casters into not being able to spell cast and so much more
High con undeath sorcerer can potentially be good tank maybe?

because the exact wording on natural armour says *Your tough scales increase your unarmored Armor Class to 14* + your Dexterity modifier (max 3) Wearing armor can't reduce your base Armor Class, and wearing light armor doesn’t remove the +3 Dexterity bonus limit. You can use shields normally.
why 'wouldn't' base AC = 10 +3 from the scales?

You pick a certain formula to use for AC. You can't just mix and match benefits from one to another. You in the case you're talking about you either use 14+ dex mod (14 sounds high though. Is that right?) or 10 + con + dex

These methods—along with any others that give you a formula for calculating your AC—are mutually exclusive; you can benefit from only one at a time. If you have access to more than one, you pick which one to use. For example, if you’re a sorcerer/monk, you can use either Unarmored Defense or Draconic Resilience, not both. Similarly, a druid/barbarian who transforms into a beast form that has natural armor can use either the beast’s natural armor or Unarmored Defense (you aren’t considered to be wearing armor with natural armor).

Monks get more attacks than everyone else and decent AC for literally no cost (as well as their "weapons" being free too).
Pick up Hex with Magic Initiate (Variant Human's free feat), spam it against bosses or tough enemies and then use dual-wield attacks and flurry of blows to proc hex multiple times.

It's one or the other. You get scales+Dex mod, Unarmored Defense, or wearing whatever armor. They don't stack, or people'd be multiclassing Monk and Barb constantly.
