How did their city grow, into the mountain?
Which room was made first? When was the great hall started? Did the smelters move around with the shafts?
How would you make it, the great dwarf kingdom below?

Surface workshops up top. Usually carve out/dig out beds in the earth below a few 20 or odd feet.
After a few seasons of slow growth; such as production of trade goods and surface buildings. Maybe even have a few farm animals to supplement production.
In essence, any general Dwarf Fortress game play.

Devoted uses server plugins to allow player self government. No admin will intervene with grief or speech. Players organize to do it themselves with Citadel, Exilepearl, CombatTimer, and other modifications that turn the game into a society.
