They just set forth the policy that the government takes in regards to the military and how the government supports the military.
One major exceptoin is the US's Commander in Chief of the military is the President, who is a civilian. But even he rarely takes the reins of the military directly. That's left to the Join Chiefs of Staff, who are all military men.

I did not mean in all situations it was only speaking generally, and most of our generals have rarely if ever been soldiers in the traditional killing people sense, a lot of them get there politically, and aside from basic training have little combat experience. I could be wrong, but i'm fairly certain i'm not.
