Well, just as a baseline, they'd be:
WS 3 BS 3 S 2 T 2 W 3 I 3 A 3 LD 7 at 9 points each. Might go with Initiative 4 instead just so they're a bit faster than the others.

Probably want to go with 6-12 in a squad. Special rules would be the typical Demonic goodies, probably keeping Swarm from the Nurglings.

Aside from that, I feel like some sort of Blinding or Pinning attack they could do at short range would suit them best. Perhaps just a Flamer with pinning that one model could fire each turn? Defensive Grenades would be another easy addition, but that might make them too similar to Nurglings.

Alternatively, I can have them make enemies within 6" lose the benefit of Blind grenades, have allies within 12" gain the benefit of Assault grenades so they can actually charge enemies in terrain, and have allies able to charge units engaged with the Hints without a Disorderly Charge as a way to deny Overwatch in that manner.

Not sure if the 9 point cost is still fitting for all that or not though. They do essentially have a Guard profile with extra wounds against lasguns.

This is my "haha-funny" list I want to build for non-serious games, though I'm wondering if it could work in "harder" games. I doubt it would have a chance against mass Gladius mech, but it could "contest" objectives otherwise, and use "just enough summoning" and "just enough shooting" to stay on the field otherwise.

Defiler is the Warlord, mostly for access to Word Bearer traits/the potential comedy of getting a Psyker Defiler.

Warpsmith took a Combi-Melta for double-tapping a hard target (can fire alongside the other meltagun).

Forgefiends are to punch through armor/Void Shields.

Herald & co are mostly "batteries", but they also add Prescience and some "shooting" tech (S6 adds up when popping metal boxes).

And this is my more serious list. Other than a Helbrute and the Spawn, everything in this army is Obsec.

Sorcerer is the Warlord. Joins one Cultist unit, Lord joins the other. This gives the Cultists Obsec & Crusader.

Lord took Tzeentch instead of Nurgle as I worry more about Grav/Rending rather than S10 ID. Also, having an Obsec Jetbike is useful. Scrolls of Magnus are a "ha-ha funny" wildcard, but they're mostly there because I wanted a second Psyker in my Warband. I felt it added more utility instead of two extra Spawn.

Incidentally, Favored Scions is really useful because the last thing I want is my Sorcerer to turn into a Spawn just because he fried an errant Sergeant with a Psychic Shriek!

Terminators are Termicide of course. They can alternately drop down and run for an objective (dat Crusader). Bike Champs took Slaanesh & Lances, due to free Veterans of the Long War, Scions, and the fact most Marine units don't bother taking melee.

Standard imperial policy towards everyone who isn't them or is divergent in some way is kill kill kill. Dude, when you are facing GW plot armor (aka "sales numbers"), you ain't got a chance to do squat! They only managed to kill of one old non-combat blueberry, because GW figured his passing wouldn't change much (in sales that is...), and the fluff could work around him.

Had they totally screwed the sales though, they would have most definitely murdered just about every target they set out to kill. Pretty sure the Eversor killed an entire lab complex of Earth Caste scientists to draw Farsight out, got in a big fight with all 8 of the 8 without getting shot, and only died because he stabbed the Broadside and got surprised because the Broadside is piloted by an AI rather than a person.

Not bad. I would try and add another mastery level or even another psyker and drop some plague bears because with more mastery levels you can summon in more.

Also, I'd add a banner or whatever aids deepstrike and try and DS a herald and his unit in to try and drop some psychic attack on someone. Nurgle armies are not quick outside of flying DP and plague drones.
