One where each player writes down three, four skills where they're competent. Whenever an occasion rises where the GM wants a test in skill that isn't covered by the previous ones the player writes it down and starts it at level zero, after rolling.

Arbitrary skill lists are the worst.
A skill list should always be designed in the context of the game and what matters to it. Otherwise you just end up with some skills being pointless duds while others are way too useful.

True. If you notice your players roll one skill constantly during the sessions while not having touched another in ages you might want to consider retooling the skill system - either break it into two or conflate others to bring their usefulness up.
