This game on imessage calls stalemate, and no one I know can explain how. It is black's turn. Someone explain please

King can't move w/o putting himself in check
Looks bugged to me. Black's king is not checked, so obviously not Checkmate. The king can't move anywhere, but since the Rook is on the board and not preventing a check, it's free to go where it wants. Granted, the only places I can see that prevents a mate the next move is the upper right corner (which delays the inevitable) or down 2 in order to force that rook to relocate (taking the black rook would result in a Stalemate).

But he can still move his rook. Isn't he obligated to do so, then? Making it not a stalemate? Rules everywhere say black would be stalemated if he has no legal move, and he certainly does

no legal move that will inmediatly solve the king's situation

That's irrelevant. The game isn't immediately declared a draw at the start because neither side can move their king on the first turn.

It's a bug.
Since black can still move the Rook, there are still legal moves for black to take. Therefore it'll be black's loss, since white can easily even sacrifice a piece to capture the last rook and win the game in just two or three more turns.
