Probably Amber Diceless or Nobilis.

However, context is important IMO. The question of absolute power is less relevant than how powerful player characters are in relation to the universe they find themselves in. The whole 'If everyone is special, no one is' principle.

The Nobles of Nobilis are extremely powerful beings, but they're implicitly bound to a greater being which restricts their actions, and the metaphysics of the setting extend far, far above them in scale, making them relatively minor players in the grand scheme of things.

The absolutely powerless characters in your average Lovecraft inspired RPG would wipe the floor with any army made up out of PCs from other systems...

...if they just gave up on their humanity and tried to see the truth of the Things from Beyond.

Of course by then, the campaign has already ended.

"On average" makes things tricky. I assume you mean "how powerful most player characters are". Which system has the theoretically most powerful possible player characters would be different.

But then, what's the average? Slightly above character creation, because 80% of campaigns collapse after a few sessions?

First post won the thread.
Conceivably there are some other narrative systems where starting characters would be stronger than Amber or Nobilis characters, but Nobles and whatever the fuck the PC's from Amber are called are rather strong.

If I recall correctly I don't think CMWGE characters are even that powerful, so Borgstroms newest work isn't in contention either.

For all the power an Exalted character fronts with their perfect attacks, soaks and blocks, one D&D 3.5 cunt with Great Cleave is still comes off as more impressive if you think about it.

How so? I can see high-level DnD characters being comparable to the Exalted, but Great Cleave in itself doesn't seem to be all that.

In Chronica Feudelis, you play a medieval monk who's roleplaying with the other monks playing a D&D game.

So if you compared the monks of CF to the PCs of another game, they would be able to just rip up their sheets.

The thing about averages is that one really huge or really tiny number can skew them by an awful lot. DnD 3.5 has Pun-Pun, a character who has every ability in the game including the ability to make up new abilities. Pun-Pun is infinitely powerful, so DnD 3.5's average PC power level is also infinite. Yes, this is stupid.
