Make it viable to run a Green Tide.

A simple way to do that is to have the cost of additional boys be less than the initial ones.
Example: 10 [whatever] cost 50 points, additional cost 4 a piece.

Orks could use access to a "without numbers" rule, like tyranids though to a lesser extend. Maybe tied to your boss being alive.

The whole randomization thing needs looking at.
Orks really suffer in that they have a whole ton of random rolls, tables and backfiring, which is in character. The problem is that even the 'good' results tend to be level with another race's weapons under standard performance.
For things that are supposed to be random, look at Skaven or Daemons where there is a real kick to them. Alternatively, introduce 'good' randomness like Rending and exploding dice where appropriate.

As an example, Flash Gits. If the whole point of Gitz is that they have low AP values, then just make it part of the Snazzgun's profile.
Or reduce the AP roll to a D3, so it'll always be good.
Or apply Rending alongside a decent profile (Assault 3 S5) so that you get the feel of powerful shooting, with an air of RNG.

How about this for a Mob Rule replacement?

The number of wounds in a unit with 'Ere We Go may replace the leadership value of its models. If this value is 11 or more, the unit has Fearless. If this value is 20 or more, the unit has Feel No Pain (6+). The unit recieves Feel No Pain +1 for each additional 10 wounds after 20. Feel No Pain cannot increase past (2+).

Boss Poles doubles the wounds of the model wielding it, for the purposes of Mob Rule (and thus also decreases when the model loses wounds). This can stack in the same unit.

The Feel No Pain bonus from Mob Rule stacks with the Feel No Pain (5+) provided by Painboyz.

Normally, you can't get a unit of 40 boyz though. The only way you could get 2+ FNP is (a) with Green Tide, which has its own problems or (b) sticking a full unit of 30 with multiple Warbosses and Boss Poles.

But then again 2+ Feel No Pain IS still attainable and it would be overpowered. How about Painboyz no longer grant Feel No Pain, but instead recover D3 wounds on your unit. This can be used to recover lost boyz, or recover wounds on Nobz/characters.

This would incentivise Painboyz into going with elite teams, such as MANz, which also makes more sense from a fluff perspective as only the richer boyz can pay for a Doc's attention.
