It's a kind of glue. If you search "miniature gore glue" or similar I'm sure you'll find a bunch of stuff.

My fried used upu? Glue (in a yellow tube) to create a similar effect.

You make a contact point with a blob and then drag it to another area leading the string.

It's quite easy, although I'm not sure if that method would be functional for mass usage like the pic you posted.

I suppose you could apply the glue to a surface first and then add some paint, moving on to applying it to the model.

There's probably an easier way, but that's the method that came to mind.

Couple of ways I can think of.

>Melt the end of a plastic sprue, dab it onto the area and pull it away to create the stringy bit. Probably need to glue the ends of it just to make it secure.

>Epoxy resin + silica or talc powder, added until its got the thick, snot-like consistency and stretch it out. I would go with a 5min epoxy rather than a longer setting one simply to avoid it sagging too much.

Apply the glue by way of a blob on the end of a toothpick. That'll allow more control over where it goes. Maybe add plastic or resin dust to make it hard enough to take paint, or mix a little paint into the glue with something disposable.

The thickness looks similar to a hot glue gun, normally however for less thick or blood effects, UHU brand glue would work.
