What game has a bigger fan base? D&D or Warhammer?
Mmmmmmmaybe Warhammer/40k/AoS, if only by the virtue of GW's IP having viable media outside tabletop gaymin.
Stuff like Planescape and Baldur's Gate probably drew a number of people to D&D proper, but it feels weird calling fans of those games part of the D&D fanbase. For some reason, though, I have no issue considering fans of Dawn of War or Space Marine part of the WH fanbase even if they've never touched a mini or wrote on a character sheet. Maybe it's because "D&D" is a system independent of a specific setting while the various Warhammers draw people in to a setting; you can like Sigil or Waterdeep or whatever without liking D&D, but if you like Space Marine's setting, you like WH40k.

Mostly because it was the "first big" tabletop RPG and modern Dnd basically bombards normies with advertisement while other settings lack the influence. Just Look at the disgrace which is critical role

Definitely 40k.
I have multiple friends on steam who also have multiple friends of their own that have a number of 40k games in their libraries.
I only know of at least 3 that play ttrpgs, and only 1 of them plays D&D.
While D&D may have a large number of people that know about it, 40k has a bigger fanbase dedicated to it than D&D does.

Less people PLAY Core 40k but far more read/watch/play the expanded universe stuff.
