What does this even mean?

If you mean medical facilities, I'd probably go with the ISD if only because bacta. If it is a plot relevant character, though, the Federation is normally capable of investing whatever's necessary to fix them, plus the average citizen of the Federation can end up living well over a hundred years through their super commie space medicine.

But it is broadly held that their weapons are "weak", so I pretended that they were, since ultimately their strength doesn't matter that much since raw firepower is not what causes the Imperium to lose.

A continent, maybe. You are underestimating the size of a planet. One ship would take a very, very long time to the tune of weeks to completely reduce an entire planet's surface to slag.

A fleet of about thirty Cardassian and Romulan ships, who have inferior technology to the Federation, were able to utterly destroy 30% of an Earth-sized planet's crust right down to its mantle inside of about fifteen minutes.

In a later episode, Garak outright states that the weapons on the Defiant could destroy the entire surface of a different but similarly-sized planet in about half an hour.

Remembering that the Defiant is a purpose-built warship whereas a Galaxy-class is primarily meant for exploration, I think a few hours is about right. Certainly not more than a day.

Prosthetics are common, but often crude. The average crewman might have nothing better than a peg leg. However, the richer, more prestigious members of the crew are likely to have cybernetics which are equal to or even better than the original limb. The very highest of the Imperium can have artificial limbs or prosthetic senses that are not only indistinguishable from natural limbs, but are faster and stronger than natural.
It's a shit-show because the average quality is pretty low, but the highest quality is almost magical in its superiority.

Pretty sure they've got methods of regrowing limbs, and their cybernetics is insanely sophisticated. Data is one of the first androids, but he's stronger and faster than a human, has a positronic brain of extreme fidelity. One surmises therefore that artificial limbs are entirely possible and indistinguishable from natural limbs.

We know their cybernetics are good, but fairly functional. Bacta means that limbs can be regrown, even after colossal damage. But not always, and we know there are members of the Empire who have cybernetic enhancements. I would put the Empire at below Federation, but above Imperium baseline, though I believe the best of the Imperiums technology is better than the Empire
