GURPS.
GURPS does modern gunplay and survival very well. Just stat up a few mutants and you're good to go.

No, but AtE has radiation mechanics, plus a lot of post-apoc ideas and concepts are very easily applied to STALKER.
If you strip away all the rest, the Zone itself works much in the same way a post-apocalypic setting would.

Probably the 40kRP system, modded OW or DH.
Switch out Corruption for radiation
Although it seems like your question is asking: "What setting could hold this setting" In which case you'd be looking for any game set in the modern era
