Orks all get +1 attack base. Big update focusing on orks, giving them clan options, more ability to mix and match units with increasing costs per redundant item per squad,
fix the fucking psychic phase. no random warp charges. capped maximum number of warp charges depending on points limit/number of psykers. easier resisting for non-psychic armies.
split leadership into discipline and morale. Fear stuff and regrouping checks vs morale. Pinning, breaking etc checks vs discipline.
reduce the amount of vehicles in the game by increasing their costs. 6 by 4 tables are too small for vehicular combat with more than a few tanks. make vehicles tougher than walkers/squishies, but more limited by terrain. Greatly reduce the impact of flyers ingame. make them present on board for 25~33 % of the game to make them feel more like a support unit. This should make anti air less necessary.
Integrate character progression rules into each codex. advertise campaign play in the books more prominently.
Keep launching national campaigns to tie the playerbase together without needing tournaments.

This allows much greater differentiation between armies, which the game desperately needs. right now all the stat lines and unit behaviors are far too similar, and it allows to actually use the morale system again.
Nowadays, most things have ways to boost their ld, because they are either well trained or fanatical. if you make it possible to distinguish the two, units suddenly aren't all pretty much safe from morale effects, as you can now disorder fanatics or break trained units. This indirectly makes snipers, artillery, morale effects and even melee more important again, where as right now direct damage is usually more effective than trying to break units.

More likely she hacks a hole in the webway so that she and her Black Templar bros can outflank the Abaddon's forces where he's least expecting it. Cadia is consumed by daemons because that's what happens when you break the webway but the violent upheaval of the Warp and realspace that results cuts off Chaos reinforcement from the Eye of Terror, since there's no longer a stable route out of it.
The Black Crusade is forced to continue iyn to Terra with whatever forces are left, leaving destruction in its wake. Cadia falls as promised.

Just to chip in, 3rd edition wasn't initially well recieved and didn't get very good until about half way through its lifespan.
People probably don't remember the squats getting canned, but it wasn't limited to them. A lot of armies were basically invalidated right at the same time due to the restrictions in army/unit/wargear choices, paired with a completely different set of (vastly simpler) rules. I've mentioned in the past, but it was basically 40k's AoS. Once more supplementary games and books came out people started warming up to it, but the beginning was a train wreck.

It was a rough time, to be sure, but codices started coming hot and heavy right after 3rd launched. There are some damn key similarities between the handling of 3rd and AoS (it was also a major rebranding of the game), including the consolidation of all the armies that made the cut into crappy get-you-by lists in the rulebook, itself; but codices, proper codices, started coming out hot and heavy after that. It would still be a few years until everybody got an update but there were still new rules being published regularly in White Dwarf at that time. Necrons got their first real army list for 3rd edition in White Dwarf, for instance.

Right, and many were garbage. There was a shit ton of supplementary stuff eventually released (largely because those codexes were naff), but as I said the first half of 3rd edition's run was not very pretty.
Chapter Approved, Index Astartes, the later second Chaos codex.. those were amazing rules additions and pretty much why 3rd edition can be remembered in a positive light, but there were years of third edition without that kind of support.
