Might have been a gunto blade which tended to be a bit shorter than the actual katana they were designed after. Those mass-produced swords were commonly given to soldiers mostly for ceremony. (Or so I really really hope.)

They were the most common swords American soldiers took as trophies after WWII

The grip seems to suggest it's legitimate blade blade, possibly one of the last ones in existence in the Fallout-verse.

That's because the runes in Bloodborne aren't actual runes, they are made up. They all have in-game meaning but outside that they are, ostensibly, gibberish. For instance the one that looks like the Bloodborne logo is the rune for 'hunter,' which is based on the image of the desecrated corpse of one of the first hunters to visit the fishing hamlet. If you play the DLC it is blatantly obvious because it's the first thing you see besides the lantern when you get there after killing Maria.
