Normal animals? I wouldn't. They're nonsapient and can't talk to one another or form goals beyond their own immediate satisfaction. I don't see how that would be fun.

Now, a game about sapient, somewhat anthropomorphized animals...probably Mouse Guard.

There a RPG system specifically for that, and one of the series had adventures in the back of the books. Never got a chance to try them out, though.
