Rune Quest/BRP - just use common sense for determining what skills an animal can and cannot have, you barely even need to mod it.

I always wanted to run a game set in one of Richard Adams' other books - Shardik, though that would run like a fairly standard low-fantasy with a sprinkle of magical realism.
