like specifically his assuming genetic drift has given him exceptionally good geneseed and this is different somehow to the pattern laid out by the Chapter's founding geneseed...
because he has two progenoid glands
each of those would need to be implanted into a test subject to replicate them; that takes five years
you then have another five years to grow four (two from each test subject), then after fifteen years you've grown fourteen (your first two, second four and third eight), and so on
but you're doing this in mind-blanked clone bodies for purity, so that you can reduce the incidence of failure to near zero with constant monitoring, so after fifteen years what you don't have is fourteen space marines, but eight opportunities to create new progenoid glands

32 gets you 64
64 gets you 128
128 gets you 256
256 gets you 512
512 gets you 1024, or roughly a Chapter's worth of progenoids to implant, with spares to put on file for type and in case of a disaster
but that's taken you 50 years because you started with one pair of progenoids and had no failures; a failure earlier on would push you back decades (whereas if your only failure is in year 40, you're still on track to create a Chapter's worth more or less on schedule)
so to answer your question: because it would take a long time, because by the time you know any given space marine is good enough to want to do that with they're probably dead, and because it's unnecessarily complicated and not without risk, ie, you could have a lot of early failures and take centuries to get anywhere (placing it beyond the lifespan of most humans, even augmented ones, but not the immortal Emperor who started it off originally), you could magnify a previously unknown flaw drastically etc

on one side, it's 50 years if anything goes right, which probably wouldn't even with servitors.
Plus you have to test from time to time if the geneseed can even work to make at least one space marine, before you crank up the number of geneseed to 1000
on the other side, there is never only one dude at the beginning of a chapter, more like a few selected vets, and adding to that the primogenitor chapter will probably supply some geneseeds and infrastructure to help create the new chapter, as it is a great honor and a great ad for your chapter, especially if your descendant chapter is succesful
