This. Top down worldbuilding is a terrible idea. You need to figure out what kind of world you need, then start looking at the bigger picture.
In the rare cases I started building an entirely world from scratch, I never had a fixed starting point desu. It was more or less random and just jumped into my mind.

Start with what you absolutely want with the world. It could be anything.
Examples:
"I want a world with airships."
"I want a world that's really mountainous."
"I want a world full of magic."
"I want a high tech world."
"I want a low tech world."
"I want a landscape shaped by easily irritated gods."
"I want a world of warring states."
"I want lots of monster races in my world."
Shit like that. Then you build from there.
