Yeah, you could probably do inFamous in whatever. Probably M&M or SW.

Right, I _generally_ don't like M&M/GURPS/HERO for superhero games, cause I feel that statting the powers out is sort of missing the point of the medium and reminds me of those cringey nerdfights where people pit comicbook characters at each other citing sources about who can lift how much and move how fast... buuut I feel inFamous could fit in without much problem.
I'd still give WiP a read though. There's also Wild Talents, I remember thinking it was actually pretty good, but never got to play it. Fate could also handle superheroes pretty well imo, there's probably a lot of resources for that kind of stuff. Or, if you want to play up the gamey aspect, you could try Strike!.
