Depends on the kind of voodoo. Real world vodou/voodoo generally involves lots of possession and honoring/petitioning of spirits, so it'd be a bit further away from your usual D&D-ish type of wizardry.

Tribe 8 (uses the silhouette system) has a free form magic system known as synthesis. The whole idea is that there exists a spirit world and a physical world and "magic" is more or less where the two meet: where dreams become reality and reality becomes dreamlike.

Usually the kind of magic one wields is related to their worldview, values, and culture. You get an "eminence" which defines the kind of magic you have. A person from a Nomadic society might have eminence over motion, and as such, be able to make themselves faster, redirect projectiles, leap higher, etc. A society of hunter-gatherers who have a wolf totem will wield wolfy magic.

At its simplest, this is represented by getting a bonus dice for bonuses related to your eminences. Almost all PCs have this as standard.

However, if you're willing to invest in it, you can gain the ability to go into a trance like dreaming state and do shit like fly or turn people upside down or something. This is more like a traditional mage/priest/shaman.

Usually the grander the effect, the faster you want it to happen, the more people you want to effect, or the longer you want something to last, the harder it is to do. These penalties are generally quite high to prevent casual abuse. However, you tend to get bonuses when allies are in danger, when standing up for something important to you, when you have lots of people believing in you, are performing a ritual, or when the stakes are generally higher.

Getting a crit fail will generally result in your character going catatonic for a period of time related to how badly you failed. Death is also possible as your soul gets swept away to the spirit world.

Different cults, traditions, and orders have "aspects" which are reliable techniques that produce specific results and have no danger of backlash. PCs have to invest a lot to learn one and they aren't exactly handed out freely to the uninitiated.

GURPS has "Thaumatology: Ritual Path Magic" as one of its available magic systems, which acts a lot like the WoD magic spheres.

Also has rune magic, syntactic magic (noun/verb combos for freeform effects), and lots of other varieties. The ones described above are what I think of first as "freeform" systems though.
