I am former IG from 4E/5E with a handful of marines and chaos marines that I got as a side project.
I have a baneblade, three LRBTs on sprues, a valk on sprues, and a few hundred guard models.
What's the new average point game nowadays? Is it still 1000-1500-2000?
How can I build a decent Jack of All Trades force for IG and SM?

Side note; my SM were successor chapters of Imperial/Crimson Fists.
IG were a mix of cadian/valhallans. Basically cadian on a much colder planet but not as intense as valhallans.

You probably have what you need/want for a decent IG list. SMs are pretty good right now. Their best formation is the skyhammer annihlation force (2 drop pods, 2 squads of devs that gain relentless and 2 squads of assault marines that can assault out of T1 DS), a drop pod + grav-centurions is really powerful too. I personally like armored guard so more Leman Russes are always good

You could put that money to getting into multiple games, each of which better and cheaper than 40k. They're all on sale now, too, so you can get even more.
40k is the worst it's ever been. Avoid.
If you're looking to start a new army,
Eldar are at the top: Scat bikes in combo with warp spiders and a wraith knight. Dark reapers and striking scorpions.
If you're looking to play existing forces,
SM form two demi cos that unlocks free transports. Cheapest way to acquire is to purchase 3 units of scouts per demi.
Bikers are really good right now, so you will see proliferation of white scar rules.
Imperial knights are worth mentioning, too. They van be allied into an imperial faction.
IT format allows forgeworld, so, fire raptor and sicaran tank for SM; thudd guns for IG
Game is going to update to new version next year, so, I wouldn't over spend on rulebooks.
