He is, poorly, saying that the GM clearly does not have a starting arc planned for the PCs. He doesn't have an idea of why you'd be working together or what theme your band should have in common.
You don't know if you're "sheriffs trying to clean up the streets," or "cultists trying to rekindle faith in a dead god," or "members of a church seeking a long-lost artifact," or what. Instead you're just a mishmash of classes stuffed into a group and kept together squarely by the meta understanding of "everyone wants to play the game."

Yeah, we're supposed to have a "session zero" soon where we actually sit down and roll characters, but I'm not looking forward to it now that I know I have to deal with Gothic Gary, Edgelord Supreme, and Mr Weeaboo-urns.
