You can kill minor chaos-gods without issue. They're just like particularly powerful Daemons, and if you can get more powerful than them, you can absolutely wreck their shit (see: the entire Eldar pantheon).

Yes in both 40K and Fantasy; this was literally Nagash's plan from the beginning.
According to AoS/End Times lore, we know that the Ruinous Powers have destroyed and recreated the universe multiple times. What we don't know is if they've ever recreated the universe after something else destroyed it.
If the Ruinous Powers need to destroy the universe and eat everyone's souls to get enough energy to make a new universe, then they could be killed. They wouldn't be able to prevent necron/tyranid/Nagash omnicide by creating a new universe, and would eventually starve with no living sentients to sustain them.
