Most people use Photoshop, but in a pinch, using PowerPoint and saving as a PDF works if you don't have too much complicated stuff in mind.
If you don't mind the doc looking like the 5e PHB, NaturalCrit.com is a pretty nice tool.

Scribus is one freeware application. Another free (and probably superior) method is to download Adobe InDesign CS 2. InDesign os industry-standard and Adobe released this ancient version a few years ago for free.
You should be able to find either on the net.
Don't use latex, it has been designed to write academic papers without much hassle and not for layouts where exact image placement and neat text flow for visual effect matters.
On the other hand, if you have a steady, regular income, it's best to hire someone to do layout for you. Unless you want to do it yourself, but in that case you probably still need to hire a graphics designers to build a decorative page template.

The heck are you talking about, nobody should be using Photoshop for document work. Are you thinking of Adobe InDesign?
OP, download a copy of Adobe CS 6. It's not very new, but it's easy to find and use. The only things you need to worry about in it are Photoshop (for graphics), Illustrator (for nicer graphics), and InDesign (for making pdfs).
Or you can rent the most current CC cloud version for $20 a month per program.
