Looking at him, I'd say he's more of a guy that provides supporting fire while still being a threat to his enemies. That makes me think something like a Ranger|Warlord hybrid, Lazylording, natch, probably picking up Snap Shot along the way. You're going to enter the fray really quickly compared to other folks and move your allies to their desired position stupidly quickly, so I'd reckon high Charisma can work in there, so your Level 1 Nova already is something pretty silly like going in first, Shifty Maneuver, then I like Dune Trader's Qucik Formation, and now you've basically gotten everyone into position at Level 1, plus something like Powerful Warning will net a good attack. By Level 3 you can prevent an attack as well with the use of Disruptive Strike, and by Level 7 you can pick up Snap Shot to keep Twin Strike going most of the time. I'd pick Hand Crossbow most of the time, going for some form of expertise - Master of Arms works decently well. Cloaked Sniper, I'd say, is your best bet at a Paragon Path, although there's always others you can find like Caravan Master. Utilities vary - there's Invigorating Stride in there because Second Wind+shift as a Move Action is pretty good, then I'd pick Dragon's Tenacity as my 6th level power. For feats, other than the classic ones, Dragon's Indomitability, Steady Shooter, Superior Will+Superior Reflexes, Improved Initiative and other stuff can help you become a much, much harder target for your enemies.
Basically, style yourself as a sharpshooter commander, work with your platoon, make sure everyone is in their appropriate position, protect your allies and allow them to gain the advantage on your enemy - there are many enabling powers off-turn for the Warlord, the Ranger can use Disruptive Strike throughout his entire lifespan, and Rogue powers allow for some pretty useful Nova'ing with Twin Strike. It's a build that I can see working fairly well.
