Are there any good tabletop strategies, that are not a boxed game? I.E. with map that can be had-drawn or altogether optional, without any cards, and with proper resource gathering, building building, unit hiring, etc?
Sorta like strategy created like an RPG, not like a typical boxed game.

Stars Without Number has grand strategy rules for determining what factions do in the world while the PCs are running around doing whatever.
It's meant to be played by the GM alone, but it's as simple as assigning a faction to each player to turn it into a competitive game.
Check out the Birthright campaign setting for D&D2E. It's got fairly detailed rules for building and raising armies, and rules for tactical warfare and strategic warfare.
