What Thrawn excels at is real politik and reading his opponent. He'd be very good for the job but wouldn't panacea the setting. He'd probably make it his life's work to gut and reconstruct the Imperial Administratum

He would either be the Eldar's greatest enemy or ally, depending on the day of the week

Ork's have art and 'kulture' but these actually are studied and understood by Imperials, it doesn't change the fact that Orks generally are a threat by sheer persistence and numbers. He could greatly reduce the resources spent on them, but not fully eliminate the problem.
