Make him into a fantasy BBEG, /tg/.

you mean Flantasy villain right?

I mean really just whatever generic mind control mechanic exists in your setting/system will suffice.
There wasn't much to him.

Don't try to lure me into your magical realm, OP.But here we go anyway.
"The King of Flan" was a renowned royal baker, who once had a good, pious heart and was a master at his craft. Corrupted by the BBEG, he grants him the magical ability to fulfill his most sinful fantasy: fattening people. He is able to induce mind control spells on his goods and usurps the throne, taking control the local county. Newly christened, "The King of Flan" then enslaves the populace into his sluggish, succulent slaves, making them work hard labor and mass produce a (non-fattening/mind-controlling) food supply for the BBEG's armies. His most favored trophies are beautiful women, who have been bloated with fat unto immobility by his treats, whom he keeps in the castle. The King of Flan has a daughter who has not been fattened or mind-controlled, but is secretly disgusted by her father's slow descent into hedonism.
The player characters will fight him. Just before his death, The King of Flan will regret everything he has done gives an item that will help the party against the BBEG. A risk of fighting the King of Flan is that he can potentially make a player character so morbidly obese that the PC has to roll up a new character because they're too fat to adventure with.
I hope my statement suffices.
