My sci-fi setting is 1. Basically humans are space hypocrites who colonise, archive and steal aliens artefacts under guise of xenophilia, but are extremely secretive and hardly tolerate permanent xeno settlements near their worlds.

They have no problems with alien tourism, or even alien joining their federation. They simply don't want them in their backyard.

There are so many sci-fi stories about how all the stupid shit in the galaxy was started by "The Old Ones" or "The Precursors" or "Promethians" or whatever, just fucking around, because they had a posistion of uncontested power since they won the unofficial, intergalactic, space race. Now once Humanity finally gets up there we find out that not only did we win first place, but that we were actually the only ones even participating, that just opens a whole new world realm of possibility.

Imagine all the stupid shit we would leave behind, or engineer, just to fuck the new races we created. Imagine in the far future the Taala'rann have an entire religion or prophecy centered around a laser etching of a penis on their moon that some jackass drew when he was bored. Or a three way war fighting over the technology in our sci-fi, far future, hairdryers. Or a species that finds archives of our old cartoons or pictures of us early in their development along with caches of free technology, and interpreting them to be the forms of ancient gods, start aspiring to look like what thy have seen of us through bodily modification and selective breeding. So many possibilities for humans to wake up to a galaxy on fire over nothing.

and to answer your question, whats stopping us from letting some protozoa evolve near us to be... 'harvested'? and the resulting (sentient or nonsentient) lifeforms used?
like a neighbor planet gets seeded and a generation later some space cow that tasted REALLY nice is found and a generation after that is found throughout the galaxy as a luxury meat.
why do we have to seed another sentient species? we can seed useful animals instead of an alien race that may cause political problems if we give them any kind of autonomy.
