Psychic powers don't work like that.

If they did, you'd have more than too-dumb-to-live-anyway guardsmen units of them. There would be some space marine chapter out there, or some chaos marine warband, that'd weaponize pooled psychic power. But the more powerful and capable a psyker becomes, the more idiosyncratic and unique their thoughts become, making cooperatively casting psychic powers impossible except for especially weak individuals manifesting especially mundane powers.

Also, in particular, dead Eldar don't retain psychic powers (soulstones retain memories but very little individual consciousness and no brain functions), and obviously would have made wraithbone psy-weapon tanks (instead of completely non-psychic walkers) if they could do so.

Fuegan has been described being able to reduce people to ash with a mere gaze while Maugan Ra can become immovable at will. Jain Zars psychic ability is basically here scream being so strong it can blend brains and burst hearts.

As for the rest of them, Scorpions were described as being wreathed in ethereal darkness in the Asurmen book so I imagine Karandras would be a walking smoke bomb. Baharoth is captain goes fast and Asurmen pretty much refuses to die. He's just like 'naw'.

It's the same principle that makes Emps a big dick psyker and the PLs are shown to manifest supernatural abilities like not budging an inch despite a Trigon headbutting you or teleporting around like a mad cunt.

Not only is it not true that dead Eldar can't manfiest psychic powers (wraithseers), PL armour does not work like a spirit stone/wraith construct. There's zero reduction in an Exarch's/PLs consciousness. Quite the opposite.
