Depends on how it's done. Nechronica has everybody as little girls as default, and can be very grimdark depending on how it's played (although I prefer it when it's nobledark).

Also, playing a young psyker in a DH/BC campaign could be interesting if played right. You've been living a normal (by 40k standards) life, until one day you manifest weird powers and accidentally set your house on fire, and then some men come to take you to the Black Ships and you end up being "adopted" by "a nice man" who wants you to help finding bad people (in DH), or run away before they can take you, hiding from authorities and eventually meeting with other outcasts (in BC).
With proper roleplaying, you could get a very interesting character. Admittably it would reguire a very good roleplayer to not just come across as random moeblob loli that feels completely out of place with everything else. At least in Black Crusade you'd still have the comedy value of abusing the shit out of warptime and becoming the best melee fighter in the group despite literally having the strength of a little girl. But that would probably fall under "comedy campaign".

There is this one guy who keeps trying to play an 11 year-old human wizard in D&D 4E on the play-by-post site I use. It's always magical-realm, and the game always dies before the first combat, and people keep allowing him in their games even though it's obvious he's the reason the games die.

I personally don't allow it in my games, unless I know the person personally and can trust the person to actually do the bit justice.

Alas, I have played a young girl before in a campaign. We flipped a coin for gender. I flipped tails, girl. We rolled age straight, out of a d100. I rolled 14. It got even worse when we started to roll other stats straight, using 3d6, and I ended up with 18 STR and below 10 CHA and WIS.

I did it once. Someone was missing so we did an impromptu "sidestory" session involving the different side characters. So I played my actual character's little sister, one of the other people played their (wizard) character's student, that kind of thing. My current system has an age-roll tied to the starting points for pointbuy. The less points you spend the younger your character ends, depending on which race and culture you chose.

My GM started a campaign where everyone starts as normal really unexperienced characters and therefore I had to roll on a 10+2w6 - making my human character an effective 12 year old. Asked the GM to roll again because of bad luck but he thought it was funny. So i ended up being a kid near a 20+1w12 elf and a 27+1w6 dwarf.

I really grew attached to the character really fast and roleplayed her as a kinda naive apprentice of a smaller Witch circle that used curses to get what she wants since she was a little spoiled and easy to upset. I think a younger Character can really add to the flavor of a game if done correctly and rarely. Having one in every game is tedious but leaving her for exceptional examples can break the monotonous cliché of middle-aged fighters and edgy Rangers.

Also it was probably the most fun game I've ever played. She turned the BBEG into a pet bunny and kept him for periodically torture in form of tea parties with her and sometimes the dwarf.

Nechronica is a fun game. Probably the only thing I've played where getting your arms torn off is a minor inconvenience, befriending a monster by disembowling yourself and giving it your guts to eat is a viable plan, and "gorevorezombieloli" is a perfectly ordinary character concept.
Every time I've played it it's also managed to be very cute.

It's a post-apocalyptic undead-infested shithole of a planet and for vague reasons people under a certain age manage to come back to "Awareness" hideously fucked up from being a fucking corpse, never aging, and having to maintain their own bodies with spare parts, either organic or inorganic, and having to great combat implements onto themselves and each other.

Oh, and most want to kill one another because everyone is instrumentally fucked in the head to some degree.

So I can easily handle two undead loli's falling in love and having babies, especially in the canon scenario where they do it in order to hopefully shepherd the Human race back into existence.

If someone's doing it clearly for laughs and is decent at it, in rather lighthearted session - I'd befine with it. However, some fat neckbeard who'd derive pleasure not from the roleplay itself but from the idea of being a little girl would be very suspicious.

Generally, I'd try to be open-minded and roll with it if the player wouldn't be a creep, but I won't lie and say I'd see it with the same peace of mind as if female player would try to roleplay one.

Your story checks out because it's clearly not the Strange game I ran, but I had a player with a very similar mindset. It was an online group where I only knew one other player personally, and the GM asked us to GM ourselves every so often so he wouldn't get burned out.

Everyone ran a different game, but one of the players would ALWAYS play some Mary Sue little girl who was clearly based off some animu shit. He was also one of the most annoying players for having an unbelievably stereotypical, nasally poindexter voice.

Can people play little girl characters well? Absolutely. However, I've pretty much made up my mind that I'll never let a character like that at any game I run, and that will extend to the player themselves if they explicitly try to pull some magical realm shit like you've admitted to.

In The Strange the game is all about characters travelling from world to world in the multiverse: we were just in the Star Wars universe and when we would've jumped again, I decided that I would play a little girl because me and the GM know each other by this point, enough so that he can trust me to not make the game unfun/awkward for the rest of the group.

Plus, I have never played a little girl before because I only recently got into pen and paper RPGs and therefore I haven't gotten a group of constant players who all know each other and who know me well enough that they would be okay with me playing a little girl character.

I ended up having to play a little girl in a 5e campaign where most aspects of our PCs were rolled.

I got a 12 year old neutral evil gnome Barbarian girl that was a servant of Morgion. Spoke Gnomish, Abyssal, and Infernal, but had a tenuous grasp of common.

Even wrote up an edgy backstory using all the details.

Despite the fucked up backstory, her actions were more humorous than anything. Since her grasp of common was limited, she would usually make gestures and grunts to communicate, usually only speaking in one word sentences when she did talk. Favorite sentences being "cool" when seeing something gross or fucked up and "mine" whenever she saw something she wanted. With her Infernal and Abyssal being quite a bit more fluent, whenever she would see devils/demons around, she would try to intimidate and boss them around with the mindset of "I'm Morgion's chosen, so you better do what I say". She also (wrongfully) believed the disease she had was contagious, so she would go around purposely coughing or sneezing on any PC or NPC she met, with said characters usually taking it as some form of bizarre greeting.

I'm ranting on my character quite a bit more than I should, but she was a blast to play. 10/10 would be a little girl again.

Carla is a short causasian girl, about 14 years old who generally wears red dresses and windbreakers: her pace is measured, quiet and her gaze focused as she cradles the little basket of woven vines is held tightly in her small hands. She soon arrives to the semi-abandoned glass building shooting into the sky and talks to the nightguard standing at the door: with bright, sky-colored eyes she looks up to the middle-aged man as she spins a tale of coming to see her uncle working late today.

After accessing the skyscraper, she makes her way to the elevator and calls it down: waiting patiently until it arrives, she smooths the cloth on top of whatever pastries she has in her basket and then steps in.

Arriving on the floor, she steps out and takes a moment to find her bearings and then takes off to the office of the journalist she had heard so much about: she knockes on the door, announcing her arrival and a startled voice asks for her to identify herself. Just as she had reharsed in her head, she tells the young man in the office of her task here, that she has pastries from his dear wife; as she does so, her hand disappears with grace and dexterity under the cloth, taking out her loaded Uzi from underneath, silently switching off the safety.

Hiding the weapon behind her dress, she waits for the man to open the door completely before she spins around with uncanny agility, aiming down the sights of her SMG and squeezing the trigger just as she had been taught to do. And in less than three seconds, everything is said and done: the journalist threatening the Outfit is no more and the message has been sent. Nobody fucks with her daddy.

With a grin, she turns around and walks to the elevator humming a catchy tune.

Depends on the game.
If you're playing a combat-focused game with less roleplaying and more romping, in which the characters are mainly chosen because they're striking and fun to play, it's fine.
If not, you're approaching it from the wrong angle. The funkier your concept, the more dead sober you need to be when explaining it. Why she decided to go full murderhobo, how she accomplished it, what people think about her, how she's been impacted by it - all of that helps to make a character that can be roleplayed in depth without seeming cringy or shallow.
To be brutally honest, I would disqualify that character concept because it's still too florid. It's too caught on the idea of the character being a little girl who kills people while being cool and cute at the same time, and not focused enough on explaining who she is, why she's capable of doing what she does and how she does it.
If you want a difficult character concept approved, my suggestion is to go dead serious. Look at some child psychology, weapon design, criminal legislation, biology and generally what you need to make it work in a realistic way. The problem with far-out characters is that they quickly become defined by the fiction and the flash, instead of as characters and human beings.
Again, brutally honest, but your character seems like she'd be shallow and grating. She's built on Rule of Cool, with few explanations but plenty of flash and shock, and while you're not going full anime, you're still going in that direction. As said, if you're playing a romp where that kind of character is normal, go for it - but if everyone else is roleplaying seriously and expecting you to do it too, that character will be a disruption because she doesn't interact properly with the world, but instead forces herself into it.

Turned out to be pertinent, because we caught the eldest son (and future heir) of a particularly important duke in a compromising situation involving a (male) elf courtesan. I secretly paid off a town crier (like the one from the Rome TV series, link below) to let everyone in town know.

I'd love a player for ages if they went full autism on that character concept, explaining in sober, realistic and well-researched terms how a little girl went from being just a normal child to a hardened killer. I'd be curious - tell me how she got there, how she does it, how she deals with it, how other people deal with it and how it could go wrong. Spare no detail and leave no inconsistency, dramatic convention or cliché unexplained.
That makes an otherwise "animu" concept with a narrow focus, a shallow character and a reliance on GM fiat and willing suspension of disbelief into an interesting and possibly deep character.
It might be a mismatch of playstyles, but I wouldn't let the concept as-is slide. It's just too casually thrown out there, with too little work put into anchoring the character in the game and the setting so that she doesn't stand out like a sore thumb, handicapping the group through bringing in unrelated elements.

"Roleplaying" and "characterization" have different meanings to different people, and I figure that's just how it is.
The character's past is contrived so that there are no difficulties, hurdles, inconsistent spots or the like, and it glosses over things like her being accepted by the Mob and conveniently put under the tutelage of the right person. She's also conveniently a sociopath, which is not explained or detailed besides her "being a sociopath".
Again, I'm not knocking your way of playing, but it's different from mine in that you seem to consider character backgrounds more of a formality and an explanation than a way to create a person that you play (which in turn ups the risk of your character being banned or kicked out, because the more fictional the character concept is, the more you need to work on the human part to anchor it and make the character identifiable).
To me, it just feels too slapdash and convenient, with everything clicking together in just the right way and the things that require effort or research glossed over, thus skipping valuable characterization. The characters' motivations and actions are unrealistic, contrived and/or shallow, serving only the end goal of letting you play the character you want.
I know that my way of playing is very background-heavy and very autismally realism-conscious, but more realism and sobriety, as well as less dependence on fictional conventions and dramatic convenience, helps create a character with depth and personality behind the superficial concept.
To put it this way, your character is her concept - she's defined by being a little girl who kills people. The way I'd make it is to start with a little girl and find out who she is, where she came from and how she thinks - and then patiently, slowly, with no hurrying and with the willingness to compromise, take the most realistic and believable path to her becoming a serial killer.

I've learned through experience that the amount of fun I have is directly proportional to how much effort is put into the characters, because it lessens bullshit, character breaks, hesitation, doubt, lack of engagement and many other things.
I think it's fundamentally against the reasons that I roleplay to play characters that absolve you of responsibility or thought. I've never had a single good experience with those characters, and I almost universally dislike playing with their players.
The things you put up as overdone examples are exactly what I feel is important. The small events, the memories, the experiences, the history and the sense of background is what makes a character enjoyable to play for me. I can put myself in the head of a character and enjoy the challenge of portraying them realistically, making the story told at the table more immersive and interesting than any book or game. I consider it a crying shame to squander that potential on making a character that's as nuanced as your average video game character, because there's a reason I bother to gather so many people to play one game.
Those little elements are what help me care and get engaged. They're what help me visualize the character, imagine them, understand them and in the end play them. They act as a safety net for when I'm in doubt as to how to play them, seeds for when I've run out of things to play, details to bring up when conversation turns to the characters themselves and innumerable other things. They're what makes a character enjoyable for me and in general more than the sum of their points and their backstory.
I like writing, of course, and I can easily set aside an afternoon to writing about a character.

Player at one of our groups had this character, very enjoyable to play with.

Young teenage Sorceress with red-dragon heritage and the noble background joining half way through the Tyranny of Dragons campaign. Wealthy and arrogant, as fitting of her heritage she lived a life of luxury being both powerful in her privileged position and inherent magical prowess, was dismissive and rude of anyone she saw beneath her which was most people, including her parents at times. Spoiled-Princess syndrome combined with inherent gold-obsession from Dragon heritage.

Upon the rise of the cult of the dragon, she discovered that her parents were part of the cult and some of her parents friends who the family entertained were high members of the cult. Eventually the family had donated the bulk of their fortune, vault and coffers to the cult, including a rare red dragon mask that had been in their family for years. Once she found this out, she was furious and outraged, that gold belonged in the vault, it was her inheritance and belonged to HER and not some stuffy religious wankers.

So she immediately sets off on a quest to personally reclaim her inheritence that her stupid parents gave away instead of leaving for their wonderfully deserving daughter. Finding herself privy to information about the cult and their quest for some stupid maks she easily arranged meetings with the Lords Alliance and joining a group of heroic individuals who would serve her well enough as servants and meatshields while she hunted down those responsible for duping her parents and stealing her inheritance.

I start from the framework - I think about how I want the character to end up, then the main questions that absolutely have to be answered (which is why little-girl characters are difficult - they require a lot of difficult questions to be answered very well in a way that won't disturb the game).
Then, I start writing from the character's birth - who were they born to, where, and how was their early childhood? How was their personality back then, and how did they spend their time?
Then, I get to the shaping experiences. What happened, when, to start the character on their way to becoming a player character? How did it happen, and what did the character have to do to make it happen (or what did they try to do to make it not happen)?
Then, I think about the consequences. How did the character feel about the twist in their life? How did they adapt? How did they change? What did people around them feel about it? How is their personality and self-image now, and what do they want to do with their life?
Building a character like that, in my opinion, makes it more rewarding to play them and more interesting to explore them. To me, it makes them feel like a person who evolved organically and realistically, and occasionally the character ends up surprising me. Instead of keeping the final product in mind the entire time, I set a goal and then start from the beginning to see how close I end up.

To me it seems to just be a lot more work. But that's only because in my experience, GMs don't put that much thought into my character's backstory and it doesn't bear that much relevance to the plot either way.

My character is the way she is now and that's all that matters. The past is in the past, can't be changed and the GM won't tie any of that into the story. And the other players also don't give a flying shit about any character that isn't theirs. A crying shame. Perhaps if I played with a different GM who actually cared about deep and radical character development, I would go more in-depth with the character backstory.

Instead, I focus more on the character's present and her plan for the future, because the other things are a waste of time that I am not going to suffer.

It's like GMing: you can plan all the shit out that you want, but if your players decide to say 'fuck it, we're going this way now' then all the things you planned go right the fuck out the window, you get what I'm saying?

That's pretty much the kind of stuff I'd want from character backstory. I don't think you need to ahve a super detailed life history for a character, but knowing what their personality is like, what traits or quirks they migth have, and what events in their life have affected their personality is pretty important if you want to do a character with personality beyond "he's a generic murderhobo who enjoys killing things and taking their stuff".

Because everyone already wanted the campaign to end after so much annoyance with the player, so the dm just let it as a "fuck everything" moment. As I said, the next campaign that started son after on another day didnt have dragon guy. As everyone is friends, something like "The dragon dick enters into the fairy and she turns into a cloud of glitter due to extreme damage" isnt that fucked up. The girl continued playing fairies, we tease her here and there about dragon diickings.

She's the second daughter of a noble family, my character, as an orphan bumpkin, is the only one in the party impressionable enough to take her haughty noble spiel seriously, so as a result we've ended up with this attendant / mistress relationship where they both dote on each other in their own ways that neither have really experienced before.

We've learned the noble lady's backstory in bits and pieces, she's been sent out by her family on this trip to see the world and prove herself worthy, but as it turns out the honor that's she's trying to prove herself worthy of is being euthanized and having her organs transplanted into her elder sister (it's a post-post-apocalyptic setting, think medieval fantasy with old-world sci-fi tech and knowledge still floating about. For example her family keep is an oldworld bunker with, among other things, an automated surgeon that they put a lot of effort and resources in keeping maintained).

It's become a party side-objective to find a way around the whole "dying to save a loved one" thing - she loves her sister and considers it her duty to go through with it, and won't allow any argument on the matter. Plus she's got this whole thing of paradoxical self-esteem issues of proudly considering herself to be noble spare parts.

So my character is grappling with new feelings she doesn't really have a handle on (familial or romantic just as a start) combined with possible lack of time together, respect for the lady's ideals of self-sacrifice conflicting with what she actually wants herself, and how to articulate her opinion that "making sure the people one cares for are well taken care of after you're gone as you deliver yourself to death" is not actually a reasonable compromise. Plus the actual practical concerns of retrieving ancient artifacts from underwater caves to trade to godlike extra-dimensional beings for favors, befriending techno-archaeologists, seeking tomes of forgotten lore and so on.

It depends on the player. I've had players who are very good at playing youths (they can reflect growth through experience, immaturity and initial beginning of adventure rashness, etc.), and I've seen players who are terrible at playing youths (lolrandumb, superpower Loli gimmick, etc.). If I think the player is good at it, they can play a little girl. If I think it's a weeb gimmick or magical realm, then it's a no.

This is the part I'm more surprised about, or rather the succubi. I can see the werewolves, but I've always thought succibi as more of a male magical realm, and even then generally not gory (possibly vore-y with certain kinds of succubi, but even that's rare unless you count soul eating).

Not too much happened, since it was only about four sessions long. Three Dolls made contact with Impact!, who was all alone and had been stacking zombie corpses for an indeterminate amount of time as a feast just in case anyone ever happened to drop by, thinking they'd all be zombie eating Baroques like herself. She tanked a few monsters with her explosive drill arm and ate the remains, stared so hard into the horizon to impress her ojou-sama that her eyes fell out, and wasn't allowed to talk to the small batch of human survivors found because she was too gross and retarded.

Oh, and there was a bath scene, which was equally cute and gross.
