In every depiction of Kharn, his unarmoured left arm is always as thick if not thicker than his armored right, even in OP's picture.

Think about that; space marine armour is supposed to be several centimeters thick and this guy is so muscled on that arm that it's bigger than his other.

Armour is only going to slow him down.

Kharn doesn't use arm armor to show that he can still kill the shit out of you with just his normal strength, no fancy technology required.

Probably the only reason he doesn't go into battle naked is because the damage resistance and increased speed are too useful for getting into RIP AND TEAR range.

Ooooold school Berzerkers were portrayed as not wearing all of their armor. I vaguely recall something about each faction having a signature mutation, and the Khorne one being their flesh bursting through/melding with their armor. If you search, you can find a few very old Khorne models who aren't wearing armor on one leg.
It was an idea that probably seemed good at the time, but just doesn't translate well. Anywho, I suspect Kharn is a survivor from that era, and one of the few characters whose bear arm made him look cool and savage.
