Eldar civilians are a well-trained militia, each one possibly hundreds of years old and many of them may have been on a Warrior Path before changing.

Imperium's concripts were literally scraped off the street of some backwater Hive. They get little to no training and their equipment is actually more expensive than they are.

Even an Imperial Conscript has a physical strength advantage over an Eldar soldier in hand-to-hand combat. The Eldar are powerful because of their sorcery and agility, but they themselves are quite squishy, even moreso than a Conscript.

Ulthwe's guardians only got WS4/BS4 on account of having to do the heavy lifting in place of the aspect warriors. It makes no sense to give all the craftworlds the same benefit.

Again, the Eldar are superhuman beings. Nowhere are they stated to be physically weaker or frailer than average humans.

Fragile Eldar civilians pressed into military service get a gun that shoots off little pieces of metal.

A Tau Shas'O commented on Eldar Guardians saying that they are "Citizen militia, Fire Warriors they are not!". This was a stab that Eldar Guadian for their poor resolve and discipline compared to the Shas'la.

Friendly reminder that Tau Commanders have both the least experience of all high-end commanders of any faction, and don't have the information to call upon that other races have collected about the galaxy at large, especially Eldar who are too subtle to be fully categorised in a short period of a few centuries.

Subjective opinion on differing factions or not, Tau Commanders, due to lifespan, combined arms tactica, a lack of FTL and lesser levels of war contribution on an individual war level, have less experience than other veteran commanders from other races.

Combined with the fact that the Tau are incredibly naive and prone to straight-up-arrogance (so far up their own asses they see it as reason), while additionally having access to a small amount of information on the Eldar compared to even the Imperium, it's not exactly something I would trust the word of any Shas'O save Farsight on.

While I am no lore specialist, this sound more like a Tau for me. As other anons already said, eldar are supposed to be this superhuman beings that are weak on galactic scale only because there is so little to them and their emotions are so strong.

Tau are overall physically inferior to Humans, slower, weaker, frailer. They do, however, have quite a few mental advantages (not explicitly general intelligence, which seems on the same level overall), some natural and some hypothetically designed by their education processes.

Eldar, however, are slightly stronger, massively faster/more agile, and process sensory information at a far greater speed than Humans. There's nothing to suggest they're more-or-less durable, however.
