You are in a magical city that is sieged by a horde of demons and devils

you have a party of level 19 adventurers, ten lvl 14 npc casters and 20 lvl 9 npc casters and 1 million gold.

no homebrew

rules are 3.5 dnd

How do you hold your ground without breaking the game too much?

1. Lots and lots and lots and lots of Explosive runes. There's this great loop where any sufficiently high level spellcaster can chain timestop to fabricate (an easel) to Explosive Runes into a pocket dimension where time allows you to fully reset your spell list in a single "round", so you can build up hundreds and hundreds of explosives around a target who will have to see them when the time stop ends.

Ladies and gentlemen, rat bagging

Take the feat destructive retribution from Libris mortis, which causes a small explosion whenever an undead you animate or create is destroyed - 1d6 of negative energy damage to everything in a 10 foot spread, with a DC 15 reflex save for half. Get a bunch of dead rats (1/4 HD per rat), animate them with animate dead, put them all in a sack and then drop them from a decent height (enough to ensure that the falling damage kills them). Everything that is in the blast radius is going to be taking serious damage. The lowest level you can do this is 5th (animate dead is a lvl 3 cleric spell), giving you 10 hit dice of rat, 40 rats in total. This in turn becomes 40d6 of negative energy damage when the bag detonates. Every caster level after that will add 8d6 more to the damage total, giving a level 20 caster a massive 160d6 nuke for the low cost of a level 3 spell and 4,000 hp material component (25 gp per hit die animated). Or you could just do it with a warlock for free, provided you detonate the bag in 1 minute per caster level after the spell is cast.

problem is that the AoE is only 10'. Since most Demons & Devils are size Large or bigger, You'd need a shed-load of those bombs to deal with any respectably sized army of demons and devils.

Let's call the party well rounded but competent, T3 and up with 5 members.
Frontline Warblade.
Rogue2/Sorc3/Unseen Seer10/Swordsage4 shadowy sneak thief.
DFI Bard5/Swiftblade10/Heartfire Fanner4
Sorcerer5/Incantatrix10/Initiate of the Sevenfold Veil 4.
Cleric5/Sovereign Speaker5/Divine Oracle9.

These are the biggest immediate resource. Your Warblade buys some means of teleporting to get around the city to wherever things need hacking and slashing, using maneuvers to keep themself from being too bogged down with crowd-control and maintaining a solid martial presence.

Sneak thief is on anti-officer duty. See a demonic caster setting up portals? Runes? Putting two sticks together? Knife it in the throat and vanish. Collar of Umbral Metamorphasis for hide in plain sight and such while taking out targets of opportunity that present themselves.

Bard sticks with these two when possible, but if there's a local town militia or the sorc/cleric are going summoning focus then having them hang with the casters to augment the hell out of summoned critters works just fine too; DFI is the centerpiece for them, +1d6 energy damage of a given type per bonus that would normally go to Inspire Courage. Song from the Heart, Valorous Pendant, Words of Creation, etc, even a few levels of Bard can net you 5 to 10 extra dice of damage per attack made by you or your allies. The Bard alone can make good use of this as a damage dealer if they go solo or get separated on account of Swiftblade and maybe TWF or Snowflake Wardance.

Sorcerer is going for the big guns. Born of the Three Thunders Chain Lightning makes a mockery of masses of enemies, or more so Chain Spell Born of the Three Thunders Chain Lightning. Whatever mass actions your enemies were thinking of, it's gone. They never get a chance.

Cleric gets loads of domains to work with, including the powers from them, some nice little immunities built into Divine Oracle, 18thCL of cleric spell list, and a variant class option to Turn and Rebuke Outsiders instead of Undead. You can boost the hell out of your Turning and just wreck things that way. You can go DMM and have permanent high end buffs and just wade in and beat the horde down. You can summon and gate enough angels and archons and fae in to match the army head on and not give a fuck while the Bard alone tips the scales in your favor.

Then there's 10 other 14th level casters that can do just about anything to help out? Abjurations, layered Rune spells to work on minimizing where the fiends can go without taking heavy losses, or even ritual casting to get obscene CL effects; 14th level is enough that you could have 10 Red Wizards throwing around 23rd to 30ish CL spells like an artillery team in case the Sorcerer didn't already have that handled, or let's go crazy and call them 10 druids at level 14 to wreck the weather and environmental conditions to hell against a siege.

The 20 level 9 casters are basically relegated to item creation duties to do things like permanent abjurations, circles and protections against evil. You gave us 1,000,000 GP to work with and I'm sure some craft-reduction cost feats and skil/race/class limiters will make it possible to layer the entire city in Circles Against Evil or the like.

Now let's be fair; Evil Outsiders get lots of SLA's and several of their higher tier ones get full casting. You're going to have a challenge ahead of you, but it's not insurmountable and it's Very easy to give yourself the advantage if your prepwork is on point.
