Measure against who? Each other?

I think you could add control of other beings, be it people, animals or creatures they invoked. From the average person's point of view, being controled by witches, having wolfs and your own horse directed at you, that's scary. And taking a being another witch sent to kill you and sending it against her is the basis of the tupilaq.

I also believe the knowledge of powerful supernatural forces is important. I see witches as people who make pacts with fairies, the devil and so on to gain power. Knowing what to expect, how to call, how to please and barter with those is paramount to define powerful witches from apprentices.

Can I recommend reading the Wardstone Chronicles, it's a dark fantasy/horror series with witches as the main enemy and does a pretty good job making them nightmare fuel

Seeing this thread makes me want to share some stuff concerning Javanese's black magic ritual of wealth (Pesugihan)

Each rituals are named after their founder or granter, which is usually a supernatural being or a very powerful black magician who had died or spiritually ascended, becoming a force that can grant prosperity. Almost all rituals had a cost. The most potent ones needs you to sacrifice something dearly to you, be it your children or spouse, and the weakest usually "only" harms other for stealign their mojos for your gain. However, it is universally agreed that all of those who uses them are gone for good in the afterlife, being damned just like their worshipped beings.

Here are some of them I found mentioned, as well as some ways to spot them, but not all of them.

When the user dies, their head turned backwards. Road accidents prone to happen when the user is nearby

The user's would periodically renovate their home, even when theres nothing wrong with it

One of the relative of the user would have to be sacrificed to become retarded, so much they drool everywhere, hence the name. More than one people can be affected to sate their master

As for your original question, depends on how much agency you have to screw with your players and the setting.

Any opportunities for them to come across horrors? Like are they in a situation getting drugged is a viable threat? Where doping themselves might be a better alternative to something else? Can they come across husks of junkies or medical experiments gone wrong, begging for death? Are MOMS a present danger? Any way to inflict them with something that could conflict with their personality?

I'm not sure of your setting but our GM gave one of our players a cursed amulet that would try to coerce one of our party members into going against her nature (violent acts) in exchange for power.

Has anyone here experienced genuine scariness on the tabletop? It happened to me once and only once:

At the end of a long journey into a rich city's booming criminal underworld to solve a brilliant assassination, we discovered the center of the web was the grandfatherly chief of police who'd been an invaluable help and genuine friend to the party. He'd made deals with these creepy fucks to erase his traumatizing memory of watching his mother beaten to death, but kept making more and more deals after his detective abilities would allow him to uncover his mother's death again and again and having the last deal erased with it. The concessions he made multi-able time allowed the Devil to set up a cult to Vecna that committed bloody crimes across the city.

The DM really sold the climatic encounter with a bone chilling vocal impression of a kind old man losing his mind as the memories return and he's torn asunder by the guilt of what he'd allowed and the worst memory of his life playing over and over again. That adventure went on for several more months and when we finally got epilogues and moved on the kindly old police chief was still a distraught lunatic wailing away in a mental asylum.

Are you me? This sounds exactly like some ideas I'm using in a Trail of Cthulhu (80s setting) game.

Drugs come from a conspiracy relating to the mining town setting. Miners trapped in a cave-in ventured deep inside the cave, and discovered something based on the ruins in HPL's Rats in the Walls, and containing an alien ship like The Abyss or Crysis. They return with memory gaps, disturbed sleeps, and hallucinations. A shadowy government group seeks to hush-hush the incident, so they need to hospitalize the miners. The have an agent break into houses and gas them with a lung irritant, so they can be hospitalized under the pretense that it's the black lung, then spirited away for psychic interrogation. Mothers haven't been employed a lot as a scare tactic, but human/cetacean hybrid fetuses are a plot point and eventual adversary. They're based on the New Age idea that whales have psychic abilities. Humans are grown inside the womb of an orca, with some DNA transfer via unexplained, shitty means because I'm bad at science. They're discovered as fetuses when a whale from this shady government org. breaks out of containment and dies in a frozen lake. One of the huge, humanoid-whale fetus skeletons is found in an ice layer, and hidden away. The players have to cut through the ice and dive to the whale's corpse, then "deliver" the hybrid baby and recover it for study. All while under cover of night, as the site is guarded, on a tight time limit, due to diving in freezing waters.

Loss of personality is only brought up by the "necronauts," a black-ops squad the shadowy government org. is seeking to replace with the psychic whalemen. They were clinically killed together and revived, attached to an occult/scientific mechanism/ritual. They returned as 7 souls sharing 7 bodies. They went rogue, hence the replacement.
