Why are Grazelands almost uninhabited? They seem pretty pleasant, especially compared to most other regions of Vvardenfell. Also there is wheat growing there wildly, so soil must be at least somewhat fertile.

I think it's because they are Telvanni, and also that it's got little even in the way of traditional Velothi settlements. Pre-Empire, Vos was likely the only unaligned village until you hit... Well, I'm not sure, as Khuul and Ald Velothi fall under Redoran jurisdiction and Molag Mar is a Temple/Redoran fortress. All signs point to Tel Vos being a recent development.
I think it's partly being subject to Telvanni wizardry, Ashlander migrations, and the occasional stray daedra, dwemer automata, and vampire that makes the Grazelands an untapped area for settlement.

If you're feeling up to it, give quotes and examples.

One of mine is Sermon 20. When Vivec faces a monster who is seemingly immune to right/straight angles.
It's one of my favorites since it inspired me to make monsters in my tabletop games have interesting defenses for my players to overcome.

I actually made a list a few months ago numbering the lessons from favorite to least favorite.
Out of them all I'd say my favorite is Sermon 16 (with 18 a close second).

It's hard to explain why I find it so interesting, but its message is fairly haunting.
At the end Nerevar, after having destroyed the parliament of craters for their perceived insolence, self-reasurringly states:

To which one of the surviving crater replies

The crater basically tells Nerevar (who is basically a stand-in for the Nerevarine in the Lessons) that he is nothing new, nothing special. That he is, and always will be, a lowly slave to his destiny and that he has achieved absolutely nothing here,

The sermon ends there.

I have several questions about Bosmer. There's so little known about them.

Is the Green Pact a fact of life for all Bosmer born in Valenwood or are there some who don't follow it?

Is it likely for a Green Pact follower to abandon it? Would doing so essentially damn them in the afterlife? Or would they be okay as long as they leave Valenwood and don't harm the forest life and shit?

They don't. IIRC most of the in-game sources on their serious dickery are heretical texts ruthlessly suppressed by the Tribunal Temple acting on the Tribunal's orders. That's why temple authorities hunt down the dissident priests, heretical ashlanders, and you once you start associating with heretics and learning/convincing them that you're the Nerevarine.

What dickery there is in the non-heretical mainstream Tribunal scriptures is mostly very well hidden and only subtly alluded to (and intentionally so) by Vivec, or passed off as proverbs meant to impart lessons, like that one where he finds as shalk and a kagouti arguing and decides to insult and then murder them for literally no reason. Thus teaching the valuable lesson that true ugliness is on the inside - which it does teach, but not as the Temple intended (p.s. the temple meant the shalk and the kagouti to be the internally ugly ones since they were having a nasty argument and insulting each other).

Hard to say for sure, but all indications we have is that it's totally ingrained in religion and culture, with no major exceptions.
With any population there's always likely going to be individuals who break with traditions, but that's not something which I think happens often.

Very unlikely, as far as we know.

I'm not aware of any explicitly mentioned tie between the Pact and the Bosmeri conception of an afterlife, but there's likely some connection there, because of the prevalence of the Pact in their religion if nothing else.

The Rear Guard. He's grabbing apples from the orchard owned by the same guy who owns the castle he's defending. When the guy owning it finally shows up he announces the war is over, and asks the bosmer mercenary to pay up for all the apples he's grabbed. I think it's pretty much like muslim (calm down it's nothing about politics) in the fact that, even non relious people of muslim culture will not eat porks, like it's just so far away from their culture and education that they can't do it. I don't really enjoy that take on the Argonian lore. Call me a contradictory faggot, but it seems weird to take all this time to explain how the Argonians are irrevocably different in mindset and physiology, how even their land doesn't play by the rules, and then make it clear that they're making a Tamriel-inspired government.

To me, it's not as fun to have them not playing by the rules in the first place, but if you're going to make them weird, don't have your cake and eat it to. They shouldn't just magically become better than other Tamrielic civilizations, especially since we know shit about what they even do.

If they're deities or not is an interesting argument. As far as I know, they were never widely worshiped outside Morrowind, so it's not as if a majority of people considered them gods. But they did have a god-like amount of power, more than I think even some of the greatest mortals achieved through magic or artifacts, aside from the Underking and Mannimarco, and I think that's enough to make them deities.

Here's an odd question.
I've got a group which I normally GM for, and one player who has become willing to try and run a game for about half of the group, myself included. We're getting ready to play D&D 5e set in TES, at about the time period of ESO with an alternate timeline (which our GM has chosen so he can use ESO to help map and explore the world as a solid basis).
Yes, I know that there is a system to play TES (I read it and it looks great for being fanmade) but our group decided that we'd rather play D&D set in TES, since we know and enjoy the system and all of the others are pretty new to TTRPGs.
There are some things that we're handwaving to make it easier to use the system. For example, instead of coming up with a ratio for D&D gold to Drakes, we're just calling the coins drakes and waving any difference in source prices and our book prices as being the result of a different time period or what have you.
But there are some things that are harder to simply wave away, namely the classes. We're trying not to do away with as many options as possible (with a few exceptions like resurrection spells or druid's transformation abilities, which we replaced) as well as adopting a simplified system of casting focuses and spell points over vancian casting. However, I'm having a bit of trouble finding places to "ground" some classes in the lore. What should differentiate powers represented by the cleric class from those of sorcerers? Should we lean towards tying the classes to lore as they are in D&D, for example saying that "clerics" are battlemages typically associated with the organized religion of divines or daedra? Am I worrying too much, and we should just go along and build the reason our characters have whatever abilities and proficiencies represented by our class into their backgrounds?

"Instantaneous Mind" would be a better term.
What I mean by this is that all Hist (save for extreme cases) are connected "at the root", and are able to communicate instantly (or close enough to that it doesn't really matter). Sure, you can say the same for a hivemind, but the difference is a hivemind is essentially "one mind", but the Hist are just a collection of individual minds.

Imagine that you have a ton of brains, all in different vats. Using superscience, you hook all of these brains up in such a way that they're all able to send each other thoughts and ideas instantly. Now, we can assume that these brains will probably come to some sort of agreement on most topics pretty rapidly. Indeed, from the outside it might even seem as if it's a hivemind, either a collective consciousness formed by the sum of it's parts, or a swarm consciousness where every brain is now identical.

Except that's not the case. Because individual Hist can still say "fuck this", sever contact with the rest, and just act however they like. It doesn't happen often, since the Hist live in a state where disagreement is very easy to solve, but the fact that it can happen says enough. It means that they can't really all be identical, and they can't all be aspects of a greater mind. They're just very complex individual minds that agree on just about everything.

It's always been that way, with the only exception being Oblivion where you were just a dude who helped the hero save the world. Initially it feels weird in every case, but it's immediately justified by the lore. The Tribunal mutilated Nerevar in symbolic ways such that he could come back as anyone, and Dragonborn simply means that one is born with a splinter soul of Akatosh, which could happen to anyone.

It will be weird in the case of Hammerfell, though, because HoonDing is the Make Way god for the Redguard people specifically. I'd like to think Beth will mind that and do something different entirely. It would be kind of refreshing not to be a Chosen One of any kind again.

There's a few things in this theory I have a problem with.

While I love the idea of the Hist being unaffected by the Kalpas, serving as a backup of memory and manipulating the dreamsleeve because they're not bound to the rules of Mundus, I am not of the belief that the Argonians themselves share these alien qualities.
Argonians are a unique race in that they were directly created by the Hist, and are continually adapted by them. However I see the Hist's creation of different Argonian bodies as a way to have them adapt to foreign civilisation better. This would mean that the Argonians themselves would still share the same connection to the world as any Man or Mer, but are in contact to an entity which is not.
Argonians see the world directly and act as observers to the Hist, but there is little to imply they feel completely detached from it.

Also why would the Hist not have full control over Argonian souls?
Surely all argonians have an argonian soul, but non marsh born argonians are probably considered foreign because they not yet one with the Hist.
I'm fairly certain the Hist sap will affect them spiritually, but not change their souls. Argonians still have memories from before their name day.
My theory is that Hist Sap direct form the tree is a direct connection between the mortal argonian and the memories of their immortal soul.
However this might need to done every lifetime to ensure the chain of memory is not broken. The Hist would still have their memories but not be able to sustain the chain.

This would be why they attacked Morrowind in return for slavery. Attempts to breed slaves would break the chain.
The attack against the Dunmer was never suggested to be supported by the Hist, and was Argonians getting revenge.
There was little attempt to completely conquer the nation. Only the southern marsh land owned by the slaver House Dres was kept.
I doubt the Hist would support expansionism if all they are concerned about is keeping the memories.

Titus saved the Empire from utter obscurity and disintegration. He re-established an effective imperial bureaucracy, secret police (the Penitus Oculatus) who could raise the dead in order to interrogate them, and regained control of outlying provinces as far afield as Black Marsh. These men were marked by the brand of a black wolf on their necks and they were Titus's inner circle of Colovians who had come with him to conquer the Heartland.

Furthermore, Titus knows that P.R. is the main path to keeping control and designed a conspiracy to make his son and heir a famous hero throughout the Empire (to the point that he had dolls and figures made of him) who could sleep with any woman he wanted. The conspiracy was so effective that the prince himself didn't even realize he wasn't the greatest hero/best fighter the Empire had ever seen. But it made him incredibly popular and ensured there would be no rebellions when Titus died and his son had to take over.

(I mean, it wasn't a great plan in that it meant Attrebus was an arrogant shit who overestimated his own abilities, but Titus figured the imperial apparatus he designed would be so sturdy that Attrebus's shortcomings wouldn't matter. Besides, Titus kicked ass, took names, and murdered people so that his son wouldn't have to actually do that shit)

In the books, the Penitus Oculatus have a specific spell which does not bring the person back as a zombie. Rather, it brings back their ghost (which there are plenty of sentient ones in Elder Scrolls).

And yes. It makes the torture worse. This is why the Penitus Oculatus were such effective secret police. Moreover, in Titus Mede I's time, the P.O. was not organized along military branches like the Legion, but as a department of the government with members being called "Inspectors."

For example, the main P.O. character in Infernal City is Inspector Colin, who is deployed to the border of Black Marsh to investigate wtf is going on with the plot of the book.

It's hard, the man inherited a shitty situation. From the ingame model. I'd estimate him at around mid 50s (as far as I know his actual birthdate is unknown), so he'd be born around 4E150. This coincides with the failed Argonian invasion of Solstheim. This would mean he'd ascend to the throne at age 18, so I assume either his father died before his maturity and there was a regency (are there regencies?), or just died when the man was still young.

This is what he inherits:
Since the start of the 4th Era, Black Marsh, Valenwood and Black Marshhave left under various circumstances. Black Marsh also fucks up Morrowind in various attacks. Three provinces gone, one basically under constant Argonian threat.

Morrowind is still in shambles and pretty much worthless.
Skyrim has suffered two catastrophes, Winterhold collapses into the Sea of Ghosts, and Riften burns. Remember that Winterhold at one point even was the capital of Skyrim, and not just a shitty town. (4E 122 and 129)

Hammerfell is suffering from infighting between Crown and Forebear factions. High Rock and Cyrodill are doing ok, and Skyrim is ok for the most even though two holds have been fucked hard.

Now, between the time of inheritance and the great war, he has 3 years. We know the thalmor are nazis who always said "lmao domination because mer need to dominate for the greater good.", but they've always sad that. And beyond that, the Empire was more in need of recovery. I'd imagine the emperor would be busy trying to stabilize Hammerfell and rebuilding Morrowind, perhaps diplomacy with Black Marsh.

Then the Thalmor suddenly act on the the age-old Altmer propaganda of "MUH MER DOMINION". Give up Hammerfell or war. They are incredibly successfull in war because the empire has bad luck/is fucked. The imperial city is sacked, the elder scrolls vanish. After winning a massive victory against the main Thalmor army, the empire is pretty much at its edge. Going much further could possibly cause collapse anyway, and the Thalmor might be able to get a new army. He knows he has to give in or destroy the empire whole. Give up southern Hammerfell and allow the Thalos inquisitors to ban Thalos worship it is. Except Hammerfell secedes, this apparently uniting its peoples, and they successfully become independent against the Thalmor (which might suggest that he could've pushed the war further)

Nonetheless, another province gone, and a god less as well. Two and a half decades of harsh rebuilding whilst let's said 1/6th to 1/3rd of a generation of soldiers died. The lore only mentions two city shittings in the meanwhile (Wayrest and Bravil, we know this from Cicero), but presumably they are hardly the only two cities that have suffered from major unrest/violence/raiders. And then it all ends in 4E201 with Skyrim going full civil war and Mede's final assassination. I imagine he did all he could, but every move was a losing move. There is only the case of losing not quite as hard. Even if he'd won the war against the Thalmor, it's not like the empire would suddenly magically be unified, peaceful and prosperous.

In order to become a MEMBER of the P.O. (that is, the first thing you need to do to become anything but a prospect) is murder someone for the P.O. And it might not even be someone who's important to the state -- you just need to show you're willing to merc someone. There's a reason why the slang for members of the P.O. is "spectre."

To get back to Inspector Colin Vinebin, his initiation into the P.O. involved him meeting a man, talking about their shared home town of Anvil, the best place to get beer, etc... and then stabbing him to death on a bridge while two other P.O. spectres watch from a distance away.

"It was a clumsy kill, slicing into the man's hands, arms, and abdomen as he struggled and questioned before Colin was able to cut his throat. Two other Inspectors, Arcus and Khasha, help him heave the corpse into the river and chastise him for his carelessness before announcing to him that though it was "sloppy", he accomplished his task and had become an Inspector.
