Depends on the laws. There's usually some measure of humiliation and pointless busywork involved, though, yeah.The red tape tends to get thicker over time, usually in jumps and starts, whenever a politician works people into a frenzy over Welfare Queens or unicorns or something.
(I have recently became unemployed for the first time in like 20 years, and the amount of mindless bureacratic horseshit I had to wade through to get access to any sort of aid for my family has roughly doubled, perhaps tripled)
