Nope, that was the Marines Exemplar. They were the ones who tried to get Dorn and the other IF leaders to accept the codex from the start and they got BTFO. The original IF were resentful of the codex to the last. Which is why there needed some explanation for why the modern M41 IFs suck the codex almost as hard as the Ultramarines.

But the actual organizational and doctrinal changes and the kind of word-for-word recitation of the codex that we normally hear from Ultramarine successors, was adopted pre-Iron Cage by the Fists Exemplar, and we see this among M41 Imperial Fists as well.

I don't really see the big deal. Unless it's from a mutated strain, if a successor's gene-seed doesn't divert from the parent geen-seed then it's still the same gene-seed. The only difference is symbolic. It's not the same as if, say, Flesh Tearers donated back to the Blood Angels.
