Not by template, but I used a prestige-class for it a couple times. Can be a fun kit to play with and depending on the campaign/characters there's a lot of easy character arcs you can reach for to make for a fun story and personal side-quests along with your main quest storyline.

First one was an archer in the kingdom's anti-mage paladin squad, met the party right as sorcererous potential was starting to manifest as little defensive buffs easily explained away as entry-level divine guidance. At the end of that arc we had a 6 month downtime between major events, and my character sought out the party after quietly withdrawing from the order under "permanent field operation," with her immediate superiors recognizing her fervor despite the physical corruption. A little scales were hidden easy enough for a while, but active adventuring seemed to be making it worse. Eventually got sniped on a visit to family after learning how to disguise herself magically, an early casualty in a major schism among the anti-mage organization between the "Take out the monsters and demons only" vs the "Kill 'em all and let god sort 'em out" schools of smiting.

Second one got a lot less characterization, but that was more my fault for being a bit less invested in the game. Kingmaker Bard (Arcane Duelist) armed and trained as a warrior/duelist adventuring into the wilderness. Got a lot more warrior and a lot less duelist once the scales and claws started showing up, eventually wound up a flaming full attack blender and damage sink for the other bard in the party (shared damage ring to keep the squishy buff/CC support alive).

I kind of am, although using the method of more or less gaining the template via prestige class. And if you believe the character's story, she's a dragon who was polymorphed into human form by a dire curse from a powerful wizard. ...Or she's just completely nuts and delusional after growing up in a dragon spire and needed to justify not being a dragon to herself via aggressive denial.
Whether the dragon disciple levels represent wriggling out from under a dire curse or not, it's going to be interesting to mess with.

Repeatedly, and also currently.
One of my more memorable characters. Was of a red bloodline, so he gradually grew more aggressive and short-tempered as his powers grew, and more inclined to burning things in combat. He also grew a somewhat irrational hatred of druids as well, though that might have also come from the fact that the party druid was an absolute basket case.

It's not like they are actually reptiles, as they have features which are more bird like or mammalian. From milk production, to the hard shells they lay, to their endothermy, they share practically no features besides having scales with reptiles, which even mammals can pull off thanks to pangolins.

Dragon Penis doesn't fit inside non-dragons; non-dragon semen doesn't do anything to female dragons. It is possible for a dragon to shapeshift into a form that is able to interbreed with non-dragons, but the resulting offspring are just the same species as what it transformed into with no draconic boons or malluses. E.g if a dragon shapeshifted into a human to fuck a human, the child would be 100% human. There would be no dragon souls, or anything of that sort. No access to dragon magic. No increased strength or intelligence beyond what the dragon might have given its human form when it was created. Then again, if the dragon chooses to enchant the baby with some spells, it's a different story. This is all in theory, though, because >90% of dragons don't find non-dragons attractive at all.

I had an idea of half-dragons and dragon sorcerers instead are mutated by the draconic influence/blood. Irritable growth of scales and bony protrusions, uneven growth of teeth, mismatched eyes, maybe a tail. Its not a glamorous or evenly.grown look, they're straight up mutants. I think the half-dragon template should grant a tail, wings (vestigial at first, growing with level) and horns to the base race, and going full anthro dragon means a half-dragon dragonborn or kobold.

I played one in my first-ever D&D game. We were dumb kids who didn't understand ECL so we just ignored it. This resulted in me playing a first-level 3.5e wizard with 24 Strength.
I basically never cast spells in favor of the once-a-day breath weapon and clubbing people to death using my wizard staff.
