Sadly, no, my knowledge of 1980's anime titles is lackluster, due to being raised in a small ohio town, the kind where Ninja Scroll would be dropped on the "animation - for kids!" shelf at the VHS rental store. Growing up with only broadcast TV, my exposure to anime was limited to Voltron and Speed Racer. I was not able to secure reliable, discreet sources of VHS tapes or DVDs, so I had only patchy knowledge of Record of the Lodoss War or Slayers. So, yes, Legend of Galactic Heroes has escaped my awareness. Thank you for telling me of it's existence.

Not really. If you fail a roll you can upgrade it to a "dramatic failure" which are very hard to get normally so it really fucks you over. Whenever something dramatic (usually something shitty) happens to your character it works towards getting you xp. That's the rough idea at least.

They don't, for skill checks. A natural 20 on a skill that you have a +5 bonus in is exactly the same result as a rolled 19 on a skill that you have a +6 bonus in. You don't get like... magical super panty-dropping powers from rolling a nat 20 Diplomacy check, or immediately start drowning on a nat 1 Swim check. It depends exclusively on the total result of your check.

You can play it that way if you want to, but RAW is that for skill checks, a 20 on the die is just 19+1, not magical special crit land.
