They are pretty damn common in the Bible. The rule of thumb is that they will appear as humans when they need to preserve the sanity of those they're interacting with and go all final form if they don't.

How about this? Angels are generally good, but the church is horribly corrupt and doesn't like the things that angels try to get people to do. So the church invents and popularizes the idea of "fallen" angels and if an angel does something like tell people not to stone your daughter to death for kissing a boy from another village that you don't approve of, well then clearly that is one of the "fallen" angels. I mean, why else would the angel be telling you things that blatantly contradict your traditional values? And that angel telling people not to believe the church when it executes people for heresy or witchcraft in order to seize their property? Obviously fallen, after all a REAL angel would support the church in everything that it does.
Somewhat related to above, I actually have a setting where angels/demons/other normally minor divinities are objects of worship, and gods just aren't a thing. The church portrays angels in such a wonderful and benevolent light, but in reality, the archangels are almost as morally diverse as humans are.

Archangel of valour tried to judge him for destroying the Worldstone in Diablo 2. Tyael quite rightly told him, "Wait, you're trying to PASS JUDGEMENT on the ARCHANGEL OF JUSTICE? Despite what others say about Diablo 3, I actually really like it. It had a really strong set-up and yeah, its impact started to taper off towards the end, with Tyrael re-ascending the council as the aspect of wisdom (while remaining human), but all in all, I wasn't disappointed at all. Really reversed my opinion on Diablo-alike games, which I honestly thought I wouldn't be able to stand and would have a story that'd bore me to tears, if there even was one.

This is why I personally think angels should ba shape shifting to suit their mood and purpose at the time. When they are living in their paradise self sustaining happy city, they can be lovely looking soft featured winged things. When they are under attack or face some sort of danger they become that thousand eyes eldritch thing or something terrifying and powerful.
My opinion anyway. I think it just depends on what the setting calls for and whatever suits the story of the world you are crafting.

Mohrbacher does wonderful angelic designs. They're humanoid enough, and have enough traits to be recognised as distinctly angelic, but at the same time very eldritch looking. There's also the fact that they're designed from concept up to portray a very specific domain, and a great many of them accomplish that with the use of shape and colour alone, before we get into composition and background.
