Honestly this. At the strategic level, Guard command is issued from orbit or from Capitalis super-heavies. Mobility is less of an issue for Guard, whose strength is in massed infantry and the ability to take and hold territory; as opposed to Space Marines, who attack and withdraw rapidly once their objectives are achieved.
A Damocles command Rhino has to keep up with the rest of the Space Marine armor, a Capitol Imperials just has to be able to relocate as the battle lines advance.

On a strategic level, yes, probably either a orbital command post in the largest capital ship in orbit, some bunker buried a kilometer and a half below the surface in the spaceport where all the guard stuff is coming down, some chateau out in the forests way behind the front lines, or a Leviathan or Capitol Imperialis.
On a regimental level there's probably some command variant of the Chimera or maybe even a Baneblade or Leman Russ chassis.

What about it? What to use as a strategic command? Baneblade and Hellhammer seem poular choices for commanding armour.
Otherwise, the humble chimera can be used for that all the same.

What, there's like 10 2 squads of vets in chimeras + all the tanks you can fit in players for every horde guard. And their command tank equivalent is the tank commander.
