you don't really need to worry about being underpowered as a caster in 3.5, you'll be useful no matter what options you pick

Dread works. It's pretty straightforward. I don't know what else you really need to know.

You also really don't need to worry about fully transforming into a lich, because that's 13 levels away and just a capstone ability. You probably shouldn't even worry beyond planning the next three levels, if even that.

Much of this depends on whether you want to be:
• A "necromancer" as a "minion master specialist" (or rather, a "hydra skeleton specialist")
• A necromancer as someone who specializes in the necromancy school in general for its many buffs and debuffs
• A necromancer as a versatile spellcaster who just so happens to be somewhat focused on the necromancy school.

since Necro sounds similar to Negro, would it be a proper fantasy slur to call necromancer Niccers? or that would be too offensive to black people?

As you mentioned Necromancers and this being your first time playing D&D, you probably mean the 'raise the dead' kind. Read the Libris Mortis, it has many feats and extras for making good necromancers.

Choosing your corpses is not really hard. Focus on creatures with decent racial HD and either very high STR stat or many attacks. They don't have a CON stat, so don't bother with that. The best monsters are Hydras(Monster Manual I) and Giants(all manuals).

Skeletons have DEX bonuses, but if you can turn something in a Zombie, turn it into a zombie. It'll have more AC and be generally more useful. You can charge to move and attack on the same turn.
