You know, this mildly bugs me with DnD-style games and the ships within them.
I mean, could a ballista ever really have enough power to puncture a ship hull? Or are they therte more as anti-personnel weapons?
Not to mention if you get into adamantine, enchanted bolts, for that price you might as well just buy good gear for your crew for boarding actions and/or get the caster trained to hit hard.
But this is all probably just me. I just don't feel like proper naval combat can be done without cannons.

Small Ballistas make sense for being anti personnel weapons due to their high power in comparison with other weapons of the time, not unlike how swivel cannons were used in later warships. Though if the technology level is high enough then the crew could just use heavy crossbows to the same effect.
