As far as having a "noble" gang it isn't a specific house per say it's just that the gang is populated by Nobles, it explains where they get their money for their fancy dress and augmetics and it gives the younger blood of the noble houses a place where they can build connections that will last their lifetime and experience among the lower classes. Along with a way to relieve tensions away from the Arbites, which explains why they police their own stomping grounds
