Looking for medieval style tabletop rpgs that don't have much if any magic. It doesn't have to be historical or anything, but I want something that doesn't rely on having wizards running around.
Hoping to have something that support both low level soldier/explorer adventuring, AND eventual realm management. In before "just strip the magic out of ACKS".
Monsters like goblins and whatnot are optional. Elves are right out.

Chivalry & Sorcery and Harn are the most detailed systems that try to simulate a "real" fantasy world.
I believe the latest edition of Chiv is available on RPGNow for free and Harnmastr/player is easy enough to scrounge up...

It's got a very northern medieval European folklore feel. There is magic, there are elves and dwarves and whatnot, but all the good magic is used in hours long rituals that most people won't have the time and inclination and resources for.
If you're an ultra, ultra powerful mage, you can finally cast a firebolt spell that's about as powerful as a longbow's arrow. It's pretty useless for combat; although it is useful for detection and trickery. Think less dnd mage shooting fireballs, and more the evil cult performing a ritual which HAS to be done on the stroke of midnight of Walpurgisnacht.
But it will definitely support low level exploration and adventuring, as well as realm management.

Pendragon isn't strictly non-fantasy. It's based on Arthurian legend, so there's things like the Lady of the Lake, Excalibur, Merlin, and shit like that. But magic is rare, is considered strange and inappropriate for a Good Christian to dabble in, and the PCs will never get to use it. The focus of the game is instead playing as mundane knights during the reign of King Arthur. And since there aren't any actual rules for how magic works other than it does what the GM needs it to, you can easily run the game as having no magic at all.

Harnmaster. Low fantasy, amputations of any body location (including groin) are a real threat, dying of infections is a huge danger without magic, weapons break frequently (unless good quality), realistic armor values (blunt/edge/point), super-detailed world, maps for basically anything.

Ah, yes. Pendragon. It's REALLY good for a chivalric campaign. If you wanna play grittier, if you want to play uglier, Harnmaster is still the way to go (pic related). Alternatively, you have the free HEMA-style Song of Sword rules in the SoS General threads.

The Burning Wheel is sort of the definitive story telling engine for low magic. I like RuneQuest 6 as well, and attached the free starter for Mythras (it is reprinting due to licensing issues).
