Biotek+general punk "low life" narrative. Elvish giant trees can be shown as a luxury housing for elites, compared to smelly, wormlike moist shelters in the roots of the tree for poor faggots.

So the setting goes:
The City - Giant tree, bioluminiscent adds everywhere, treetops for rich, ground level for poor.
Factions - each for one Greate Branch of the tree. Leaves of this Greate branches grow with logotypes of megacorps, army, government agencies. Streets of poor peoples districts are littered with falling logotypes.
Your questgivers - City Administration. Corrupt, semi functioning government. Still trying to win simpaty over citisens to not being completely overtrown by private corporations.
Party - Administration employes. Janitors. Policeman. Fireman, etc.
Greate disaster - Dragonlike mutant gnaws on roots of the tree (sewer-like natural transportation and reprocessing facility).

Played pic related before, had fun. Part of an underground fight circuit on Mars, started out mostly human but getting money formods meant the group kept evolving, my guy ended up as basically Bowser, big snapping turtle kinda dude with an organic napalm breath.
