GURPS since it has rules for radiation poisoning and any modern weapons you could want, along with more general mechanics like those for managing a small town. The only thing that it doesn't do explicitly is give you rules for driving a tank or fighter jet.

Maybe even mortals. All the characters have clear motivations and have arcs despite the post nuclear setting. Recommend Alas, Babylon for reading if you haven't stumbled across it already.
